Raffle and charitable gaming laws vary by state, and they change. This page is a starting point, not a substitute for checking with your own state and, where one applies, your diocese or governing body.

Rules shift; a state that restricted online raffles a few years ago may allow them now, and the reverse is also true.

Chance2Win does not currently operate in Alabama, Hawaii, Kansas, Utah, or Washington. This has been the case for a long time and isn’t expected to change soon. If your organization is based in one of these states, we aren’t the right fit right now.

A requirement some states add

Certified physical drawings

Some states require a certified physical drawing rather than a purely digital one. We’re deliberately not naming specific states here, since this is exactly the kind of rule that changes: a requirement in place one year can be lifted the next, and a state without it can add one. Confirm your state’s current requirement directly rather than relying on any list, including this one, to still be accurate by the time you read it.

Where a certified physical drawing is required, printable paper-ticket mode is the compliance-aware way to satisfy it without giving up the convenience of online sales for the rest of your raffle.
